Chalo Loku greetings

ITANAGAR, Nov 24: The Governor of Arunachal Pradesh Lt. Gen (Retd) Nirbhay Sharma has extended festival greetings to people of Arunachal Pradesh on the occasion of Chalo Loku. The Governor expressed hope that the socio-agricultural festival will continue to showcase the cultural richness of the State.

On this joyous occasion, I join my Nocte brethren in offering prayer to Almighty Rang for his choicest blessings for good health, happiness and wellbeing of all, Governor said.

Chief Minister Nabam Tuki also extended his warm greetings to the people of Arunachal Pradesh on the auspicious occasion of Chalo Loku festival. All festivals are harbingers for the wellbeing and prosperity of the humanity and the Noctes also celebrate the festival with the same goal, Tuki said and hoped the festivity would foster better understanding and spirit to work for the greater welfare of the people.

 

One dead, several injured in road accident

ITANAGAR, Nov 24: One person was killed and six others sustained critical injuries in a major road accident at Bhalukpong-Charduar road in Assam today.  

Seriously injured Menyo Phassang (27) died on the way to Guwahati Medical College for treatment.

Menyo, wife of Bharatiya Janata Yuva Morcha (Capital Complex) unit president Taley Phassang, was coming from Seppa along with 10 other passengers when their vehicle Tata Sumo (AR-02-0630) collided with a speeding truck at 1:30 pm. The exact cause of the accident is yet to be ascertained but the police investigation is on.

 

Eco-tourism festival on the anvil

BHALUKPONG, Nov 24: West Kameng Nature and Native Wildlife Protection Society will be organizing the 'Kameng Eco-Tourism cum River Festival - 2014' at Bhalukpong in West Kameng district from December 15-21.

The weeklong extravaganza will offer rafting on Kameng river, angling, parasailing, jumaring, rappelling, horse riding, elephant riding, and several other activities including cultural presentations, rock concert, and 'Bollywood Nite'.

The event's patron, PHE&WS parliamentary secretary Kumsi Sidisow said, "The festival will strive to promote brotherhood and communal harmony in the region inhabited by Nyishi, Aka, Miji, Monpa, Sherdukpen, Bugun, and other tribes."

The festival will also help to promote tourism in this picturesque part of the state.

 

Soft-Skills Development Programme

ITANAGAR, Nov. 24: Career Guidance & Counselling Cell of Rang-Frah Government College organised a one day soft-skills development programme for the students to make them aware about the importance of Emotional Intelligence Quotient and other essential employment skills today.

Resource person of the event Dr. K Rajendra Babu, Associate Professor in Commerce, IG Government College, Tezu, gave a series of lectures and imparted training on various soft-skills including communication skills, team management skills, stress management skills etc.

Dr. Kangki Megu, the Principal of the college said that translation of soft-skills training into practice would in fact serve the objective of the programme more than simply knowing about them.

Nending Butung, Assistant Professor cum Coordinator of the Guidance Cell assured of organizing more such programmes in future.

 

Awareness on ornamental fish farming

ITANAGAR, Nov 24: A day-long awareness programme to promote ornamental fish production through EMPEDA schemes was held at the PWD, Inspection Bungalow, Balijan yesterday.

Around 30 local fish farmers attended the programme many of whom showed their keen interest towards ornamental fish farming and breeding.

The workshop was divided into three sessions.

Ram Kumar, Junior Research Fellow, Fish and Aquatic Ecology Laboratory of Rajiv Gandhi University gave an overview of the prospects of ornamental fish industry in Arunachal Pradesh in the first session.

In the second session, Dr. Arijit Ganguly, Research Associate, Fish and Aquatic Ecology Laboratory of RGU highlighted various challenges in ornamental fish farming and their possible solutions.

V.V. Raju, Assistant Director, MPEDA explained vividly about the different schemes offered by MPEDA to promote ornamental fish farming and production.

S.K. Jawal, FO, Yupia hoped many more fish farmers will come out with their projects in near future for ornamental fish farming.

 

District BJP unit for shifting of IRBn training centre

ITANAGAR, Nov 24: Papum Pare District Bharatiya Janata Party (BJP) along with Balijan unit of the party in a memorandum has appealed to the Home Minister for shifting or establishment of an IRBn training centre at Hollongi in between Kukurjan Nallah and forest Nallah for which the local people are reportedly ready to donate land.

“Most of the criminals and extremist of nearby Assam take shelter in the nearby hilly forest areas from Dipu River upto Kukurjan River areas and presence of IRBn personnel after the establishment of the training centre would help check such criminal activities,” said the memorandum.

The party also urged the Home Minister to hold a talk with Assam Home Minister to transfer the Sonitpur, Assam Superintendent of Police (SP), for alleged anti-Arunachalee activities at the earliest.

 

Review meeting on sanitation & Swachch Bharat Abhiyan

SEPPA, Nov 24: A review meeting on implementation of action plans and progress of sanitation within Seppa town and also to adopt strategic measures for Swachh Bharat Abhiyan in East District was held at Seppa recently.

DUDA Dy. Director Takar Tachang said that the main motto of the meeting was to eradicate existing sanitation problems into hygienic free Seppa town and appealed the dwellers of Seppa town to stay hygienic and healthy. While informing about the intensive colony field surrey carried out by the department, he said that extensive open throwing of domestic wastes on the road sides, lack of awareness among the dwellers, high concentration of huts and livestock, migration of people from rural to urban, water leakage from pipeline, construction of Gumtis over drains etc are the major issue which need to be addressed.

He appealed to various committees of the colonies of Seppa township to conduct mass awareness campaign on the issue.

Meanwhile, he informed that DUDA shall start collecting service charges from business communities and private residential buildings.

DDSE Kata Rangmo urged the people to properly dispose empty plastic cold drink bottles as these plastic bottles are found in abundance everywhere within the district which creates sanitary problem.

Meanwhile, in the meeting the house resolved that private dustbin be used in place of public and common dustbin  domestic wastes to be disposed off when DUDA truck come in for collecting garbage,  dustbins to be made mandatory at shops, besides giving  awareness to school children and people of the district. Cooperate with administration: AGSU

ITANAGAR, Nov 24: All Galo Students’ Union (AGSU) welcoming the eviction drive conducted by West Siang District Administration for early execution of two lane CC Pavement, has appealed to all concern citizens to cooperate with district administration as a conscious citizen during the eviction drive.

“Since the condition of roads in Aalo township is lying in deplorable condition since long the public should cooperate with the district administration for good linking roads,” AGSU said in a release. It also appealed to various social organizations to continue to extend their supports to the initiatives of the DA.

While urging the department concerned to utilize the fund judiciously, AGSU requested it to monitor the implementation of the projects for timely completion. It further requested the contractors concerned to maintain quality of works and the general public to be more vigilant to ensure quality.

Meantime, AGSU expressed dismay over delay in declaration of Lower Siang District even after the passing of the District Reorganizations Bill for creation of the district.

“The State government should not make the creation of Lower Siang a political issue,” the AGSU release said, and sought the status report of the same at earliest failing which “We will have no other options but to resort to democratic movement for fulfillment of our demand,” the release added.

 

Meeting to discuss labour issues held

ITANAGAR, Nov 24: A meeting was held under the chairmanship of Principal Secretary, Labour and Employment Department today to discuss various issues pertaining to the welfare of workers and various demands placed before the Government by All Arunachal Pradesh Worker Union (AAPWU) and the All Arunachal Pradesh Labour Union (AAPLU).

The meeting was attended by the representatives of Finance Department, Power Department, Department of Personnel and Administrative Reforms, Registrar of Co-operative Societies and the Department of Labour along with representatives of various trade unions.

The demands placed by the various trade unions included enhancement of ceiling limit of statutory benefits extended by the Arunachal Pradesh Building and Other Construction Worker’s Welfare Board (APB&OCWWB), regularization of ALCs worker, timely payment of wages, revision of wages order of the Finance Department, implementation of maternity benefits and other provisions of law as given in statutes by the government departments, reservation of posts, formation of labour co-operative and federation etc. were examined in detail and a decision was arrived at by the house to recommend necessary remedial measures within the provision of law and to forward the same onward to the government for further necessary consideration.

Speaking on the occasion, Principal Secretary, Labour and Employment, Satya Gopal stressed on the pro-active role to be played by all concerned departments for the welfare of the workers and labour force of the state.

In this connection, he assured that all help would be extended for the proper implementation of labour laws by the department of Labour.

 

Awareness campaign held

ITANAGAR, Nov 24: All Arunachal Pradesh Agriculture & Horticulture Dealership Registered Tribal Contractor Association (AAPAHDRTCA) conducted an awareness programme at Tanio village under Kakoi circle of Papum Pare recently. A large number of villagers participated inthe campaign.

Speaking on the occasion, association chairman, Kumar Tajo suggested the farmers to cultivate different kind of crops in large scale to be self-sustained. He also pointed out the importance of agri-horti crop cultivation. Tajo further advised the farmers to adopt modern techniques in cultivation for extensive production. Earlier, association general secretary, Gyamar Nigla highlighted the objectives of the programme.

 

Drawing competition to create awareness on wildlife conservation

ITANAGAR, Nov 24: A drawing competition was conducted jointly by Arunachal Pradesh Art and Culture Eco Tourism Society and North East Welfare Society, New Delhi at Kameng Valley School, Rupa, West Kameng Arunachal Pradesh yesterday under their joint venture Project called “Protect Wildlife” aiming to conserve and create public awareness on Wild life. Around 80 school children from different age groups participated in the painting competition.

Addressing the children, Chairperson of the Society Kesang Lhamu Khrimey made them aware about the importance to protect and conserve wildlife. Prizes were distributed to the winners of the competition.

 

GSU conducts out-reach prog

ITANAGAR, Nov 24: The Galo Students’ Union (GSU) organized the 1st ever science out reach programme at Govt, Hr, Sec, School Liromoba.

Speaking on the occasion, Tanya Ronya, Director of State Council for Science and Technology highlighted the importance of science in this modern era. A former student of the school, Ronya advised the students to develop scientific temper, maintain discipline and study hard to achieve success in ones life.

Mahanta, Joint Director of State Council for Science and Technology, Vivek Kumar, Curator Science Centre Itanagar, Gem Peri Education Assistant, Science Centre Itanagar were present as a resource persons, who highlighted the various important subjects on science and its effects.

The Tara Mandal show, Astronomy, 3D show, Environment and Bio-Diversity were the various subjects which won the hearts of the public and students. Some magic of sciences and fun with science were also demonstrated.

PRI leaders of Yachuli oppose ‘Heritage Village’ shift

ITANAGAR, Nov 24: The panchayat leaders of Yachuli Anchal Samiti Block has opposed the shifting of Heritage Village claiming that it is being shifted from Yazali under Lower Subansiri district to Hoj in Papum Pare district.

A meeting held on November 22 last at Yachuli also decided to continue its protest till the shift is cancelled.

It was further decided that land for the Heritage village will be provided at Yachuli, Pistana and Yazali areas.

AAPUU demands for implementation of Govt notification

ITANAGAR, Nov 24: All Arunachal Pradesh Unemployed Union (AAPUU) demanded the state government for early implementation of the notification published in the Gazette of Arunachal Pradesh on February 14, 2014 to fix the minimum educational qualification of graduation or bachelor degree from a recognized university for considering appointment to Group “B” and Group “A” posts either by direct recruitment or on promotion with immediate effect.

Expressing resentment over non-implementation of the same, AAPUU in a memorandum to the Chief Minister appealed him to direct all the departments to implement the above decision in letter and spirit with immediate effect failing which the Union will be compelled to take democratic means of protest to fulfill the demand.

The Union also demanded implementation of other decisions, like to discontinue the practice of relaxation of minimum educational qualification prescribed for a post with immediate effect or carry-out amendments in the relevant services Rules /Recruitment Rules accordingly.

Community Pay and Use Toilet

TEZU, Nov 24: Much to the relief of commuters in Tezu town, two Community Pay and Use Toilet have been opened in Tezu market near Cooperative Society Complex, Tezu today.

On the occasion, MLA Dr. Mohesh Chai handed over the keys of the community toilets to the Bazar President in presence of Deputy Commissioner Dr. BM Mishra and others.

The Community Pay and Use Toilet were constructed under the NLCPR-Non Lapsable Central Pool of Resource (10 per cent lump sum scheme for North East States including Sikkim under HUPA).

The maintenance of the first six months of the Community Toilets will be looked after by DUDA, Tezu. Thereafter, the Bazaar Committee will run the daily maintenance.

ITANAGR, Nov.24: A mass social service was organized as part of Swachh Bharat Abhiyan at Tezu township area by Bapu Welfare Society of Tafragam unit of Lohit district.

At least 50 youths, including members of Bapu Welfare Society and others actively participated in the cleanliness drive and cleaned Tezu Bazaar areas, including main market, Gandhi Chowk, daily market, Mandir Market etc. circuit house road and other residential areas.

The Urban Development department provided their truck to dispose the collected garbage.

China defends damming Brahmaputra river in Tibet

Mega dam in Tibet begins operation

Beijing, Nov 24: Defending its plans to build a series of hydropower projects over Brahmaputra river in Tibet, China today said it has taken "full account" of concerns of downstream countries as well as the "bigger picture" of good relationship with India while constructing the dams.

"On the exploration and utilization of trans-boundary rivers, China has been adopting a responsible attitude and we ensure that exploration goes hand in hand with the protection," Chinese Foreign Ministry spokesperson Hu Chunying told media here, responding to questions on yesterday's commissioning of the first phase of the largest hydropower station at Zangmu in Tibet.

The first generating unit of the 9.6 billion yuan (USD 1.5 billion) Zangmu Hydropower Station, which is positioned over 3,300 metres above sea level on the "roof of the world", went into operation yesterday with five other generating units due for completion next year. "We have taken full account of the concerns of the downstream areas," she said, referring to apprehensions of India and Bangladesh which are the downstream countries of the Brahmaputra river. China has three more such projects in the pipeline.

"The hydropower stations China built will not affect the flood prevention and ecological system of the downstream areas. We have been in close communication and cooperation with them," Hua said.

"The communication is sound. We bare in mind the bigger picture of China-India good relationship and we have been providing hydrological data and emergency management to the Indian side and has played important role in flood prevention and disaster relief in the downstream areas," she said.

Citing the joint statement issued during the visit of Chinese President Xi Jinping to India in September, she said, the "Indian side thanked China for the provision of hydroilogical data and the assistance in emergency handling."

"The facts have shown that our assistance in this areas are effective and channels are smooth," she said.

Referring to India-China agreement on the Trans-border Rivers signed in 2013 during the visit of then Prime Minister Manmohan Singh, Hua said since it was signed, the two sides are in communication on this issue.

"We are willing to use this mechanism to enhance our cooperation with India in Trans-boundary Rivers," she said.

Under that agreement, Chinese side agreed to provide more flood data of Brahmaputra river from May to October instead of June to October in the previous river water agreements in 2008 and 2010.

India has been expressing concerns over China's plans to construct more dams which New Delhi fears could restrict the flows of the Himalayan river, a lifeline to some of the country's remote, farm-dependent Northeastern states.

China for its part says its dams are run-of-the-river projects not designed to hold water. PTI

 

 

Planning department goes high-tech

ITANAGAR, Nov 24:  Taking a foot ahead towards his commitment of providing the people of Arunachal Pradesh, transparent, responsive and accountable Governance, Chief Minister Nabam Tuki launched Business Process Re-engineering Study and Implementation Support software for the state planning department in an impressive function at State Banquet Hall today.

The software which includes Scheme Management System (SMS) ensuring all projects to be online, interactive in nature and first project of the state to be hosted in Cloud Computing, shall certainly benefit the government especially the planning department in formulating plan and policies for the development of Arunachal Pradesh.

Congratulating the department of Planning, especially the secretary planning for conceptualizing the idea, Tuki viewed that every department in the state should emulate the system. “As we are a welfare government, it is imperative on our part to give our people a responsive and error free system which shall ensure transparency and accountability in all kinds of developmental activities” he emphatically said.

The Chief Minister also hoped that the system would lessen the requirement of additional manpower while it would provide all necessary information sought by the general public. He also believed that with timely maintenance of data, issues like cost overrun, project implementation bottleneck and delay in release of central fund would be checked and controlled to a great extent. Besides, the monitoring mechanism would be strengthened and transparency ensured.

While categorically requesting the department of planning to upload the data of previous years too, the Chief Minister opined that by doing so, people would come to know about the transitional phase of the state through various developmental activities undertaken by the government. Giving a brief mention on priority sectors like health and education and other activities undertaken by the state government, CM said Arunachal is becoming a pioneer in introducing many people oriented programmes which is being emulated by other states including Government of India.

Sharing his recent visit to California USA to Google headquarters, CM informed that he had requested the Google to introduce Google Global Education System for the state to which a team is expected to arrive in the state soon.

Chief Minister who was accompanied by Minister Home and Power Elect., Tanga Byaling, Minister Education Tapang Taloh, Minister PHE Takam Pario, Principal Advisor to CM Kameng Dolo, Parliamentary Secretary trade and commerce, Phosum Khimhun along with host of high ranking bureaucrats and officers released a training manual besides distributing certificates to the trainees.

Secretary Planning Sonam Chombay said, from manual to automation of planning and monitoring process would be a watershed in the state.

Principal Consultant, M/s Pricewaterhouse Coopers P Ltd, Anupam Banerjee through a power point presentation briefed the house on SMS application.

 

 

Principal Secretary, Home, tours Tirap, Changlang and Longding districts

KHONSA, Nov 24: Dharmendra Sharma, Principal Secretary, Home, Vigilance, Power and Political, GoAP, visited Tirap district recently to assess law and order and security issues and other infrastructural deficiencies in the district.

He held meetings with the DC, SP and the border guarding forces and visited the sites where new police stations are going to be instituted.

Sharma inspected the ongoing works at the temporary police stations and suggested speedy completion of the sites where police stations are to be upgraded. In Tirap, the police stations to be upgraded are PS Khonsa and Deomali and new police stations are to be constructed at Katang, Dadam and Soha.

During his visit to Dadam on Nov 22, Sharma inspected the temporary police station building and police land near office of Circle Officer, Dadam. He was accompanied by local MLA Tirong Aboh, Deputy Commissioner Tirap Kamlesh Joshi, Addl. SP S Singpho, Engineers from RWD, ZPM, Chief of Dadam village and public. Deputy Commissioner Kamlesh Joshi apprised him about land and other pertinent issues. He insisted on proper and early completion of the temporary police station building.

Sharma also visited the Sub-jail, Khonsa and expressed concern about various issues of the sub-jail and asked the DC Tirap to submit necessary proposals to the govt. He also visited Police Station, Khonsa and Deomali and advised the officers and personnel to be meticulous in maintenance and record of arms and ammunitions.

During the inspection of police land at Deomali, he was accompanied by SDO Bopai Puroik and other officers.

The Principal Secretary (Home) also visited HQ of 1st IRBN, Namsangmukh and was accompanied by Reli Loyi, Commandant, 1st IRBN who apprised him about the impending land issue. Prior to visit of Tirap district, Principal Secy (Home) had visited Kanubari, Ranglua, Longding, Wakka and Tissa of Longding district on Nov 21 and 22.

 

 

Taxus baccata: a concern for sustainable conservation and value addition

Many of the Medicinal & Aromatic Plants (MAP) species are lost due to unscientific method of collection from the wild and marketing of the same involving different agents with varying price rates. This has led to over exploitation and loss of gene pool bank of the species. Putting a stop by means of seizure by the concerned authority doesn’t seem to bring any positive result but instead demoralise the farmers and villagers whose earning source is hand to mouth resulting in secrecy from their side. Encouragement for cultivation is the need of the hour to conserve the gene bank of MAP species.

It has been a decade that an extensive plantation of MAP by an individual or a community is actually seen in the state of Arunachal Pradesh except for tea cultivation. We talk of MAP rich state of ours but who actually is conserving the same by means of cultivation in large scale but some handful of individuals who are concerned for its sustainable conservation are doing yet again with meagre funds from some specified schemes of the government.

I happened to visit a plantation site of Taxus baccata in the beautiful town of Mechuka which is situated in West Siang, 180 kilometres northwest of Aalo and is only 29 kilometres away from Indo-Tibet border. M/S Pronaali Agro-Tech Pvt. Ltd. a Tezpur, Assam based private agency working along with Dabur Pharma Ltd has been growing this endangered species since 2009 in an area of 94 hectare with a total population of 7.50 lakhs plants beautifully growing in the valley. By mid November-December, about 1.20 lakhs plants planted during the year 2009 will be harvested covering an area of 10-12 hectres with a yield expectation of 6 to 9 M.T during season.

The idea of growing these huge tree like tea cultivation by maintaining the apical dominance and giving it a more bush kind (vegetative growth) as it is done in tea cultivation which would be easy for harvesting of leaves is an laudable innovative idea.

Taxus baccata is a conifer originally known as yew, though with other related trees becoming known, it may now be known as English yew, or European yew, locally called as Tae Sheng (Monpa), Tam Shin (Nyishi)  belonging to family Taxaceae.

It is a small to medium-sized evergreen tree with thin bark, scaly brown, coming off in small flakes aligned with the stem. The leaves are flat, dark green arranged spirally on the stem. The leaves are poisonous. The seed cones are modified which develops into a soft, bright red berryaril with long wide and open at the end. The arils mature 6 to 9 months after pollination and are poisonous.  Taxus baccata can reach 400 to 600 years of age.

The tree is usually found in moist temperate Himalaya, associated with broad leaved tree species. It grows at an altitude between 1600-2700m at West Kameng, Tawang, Lohit, West and Upper Siang, Dibang Valley districts of Arunachal Pradesh.

The plant is used as a treatment for breast and ovarian cancer. Taxus from the Himalaya has been found more important in the recent test because even their needles are used for taxol extraction.

The state government can take new initiatives to find a solution to conserve the species by in-situ and ex-situ mode and also by other funding mechanism to cultivate extensively involving prospective farmers and agencies and to tie up a proper market linkage of the same. Policies regulating safety and efficacy need to be evolved based on recognition of the uniqueness of tribal and folk medicines, and this should be linked to intellectual property rights to ensure that community benefit from the use of their technology.

And also a regulatory system is urgently needed to restrain indiscriminate, illegal wild harvest and to evolve an appropriate regulated system or strategy with proper marketing centers along with proper marketing strategy thereby reducing middlemen ship policy and strategy.

M/S Pronaali Agro-Tech Pvt. Ltd. has done an laudable job, an eye opener for the people of the state and government to take such initiatives which would not only bring revenue generation for the state or employment generation but lend a helping hand for a healthy life by manufacturing a life saving drug for the people of the earth. Pheasant holocaust: a catastrophe to wildlife population

Pheasants are large bodied, ground dwelling and most colourful birds of the world. Taxonomically, Pheasant represent family Phasianidae (subfamily phasianinae) of the order Galliformes. Pheasants are divided into pheasants of the mountain and pheasants of the plains. The pheasants of the mountains are high altitude ecosystem bird found at heights ranging from 1000 to 5000 msl and pheasants of the plains usually occur below 300 msl.  

Altogether, there are 51 species of pheasants in the world. Out of this, 50 species are of Asian origin except one Congo Peafowl endemic to Republic of Congo. Out of 17 species of pheasants found in India, 11 species (80%) are found in Arunachal Pradesh. Thus, Arunachal Pradesh is the richest Indian state in term of Pheasant diversity.

The state is home of Mrs Hume Pheasant, Grey peacock Pheasant, Kalij Pheasant, Tibetan eared Pheasant, Blood Pheasant, Satyr Tragopan,  Blyth’s Tragopan, Temminck Tragopan, Himalayan Monal, Scalater’s Monal and Red Jungle fowl. These pheasants descend down to lower elevations to avoid the freezing temperature and scarcity of food at higher altitude of the mountain during winter and late autumn. Many around 50 percent of the descending Pheasant perish at the wintering site due to human poaching. Since Pheasants are ground dwelling–feeding birds and descending down to areas within human access it becomes an easy prey to human poaching during winter. Local tribal people lay traps at the migratory routes of the descending Pheasant and killing large numbers every winter. Rampant poaching of Pheasants occurs every winter in East Kameng, Subansiri and Siang Belt, worst in Lower, Upper Subansiri and Upper Siang.

Earlier people used traditional traps and weapons, so killing was not as great as it is now. After people started using modern traps and weapons, killings have escalated manifold, it is carnage now in every winter. Further, due to commercialisation, the killing is becoming more rampant now. Pheasant is sold at Rs 1500 to Rs 3000 a piece. Though selling is done door to door usually at night but sometimes sellers even sell it in the daily market in remote areas. Pheasants are coveted by local tribal people for their brightly coloured plumage to decorate their traditional headgear, while it ensures an ample amount of meat to celebrate feast during festivals due it’s large body size.    

Grey peacock Pheasant, Kalij Pheasant, Red jungle Fowl, Satyr Tragopan and Blyth’s Tragopan are the worst affected among the Pheasants in the state. If the trend continues like as it is now, these Pheasant will also locally extinct from the state. It will meet the same fate like that of Pheasants of the Plains, Indian Peafowl and Green Peafowl. Earlier these two Pheasant were abundant in the state but due to poaching, the population has diminished from the state. Scientist community has declared them to be locally extinct from the state. Now, the turn of local extinction is for Grey peacock Pheasant, Kalij Pheasant, Red jungle Fowl, Satyr tragopan and Blyth’s Tragopan as these birds move down well into human accessible area. Wondering which will be the first to be extinct from the state, the chances of Red Jungle Fowl are less as it prefers mostly the plain areas, then the Kalij Pheasant as it migrates farthest into the plains  up to 200 msl and then Tragopan.

Will it be a thing of pride that due to our poaching, these birds would be extinct from the state? Though IUCN categorised Satyr Tragopan and Blyth’s Tragopan as threatened birds and are listed as Scheduled I birds of Wildlife Protection Act, 1972, but local tribal people are killing them relentlessly.

Winter is crawling in, again there will be massacre of the Pheasants, and many will perish during winter and will never see their native place again. It really pains, so to create this is to create awareness to the world about the Pheasant holocaust in the state and to educate the state Government, NGO’s, custodian of local tribal society on the cruelty inflicted to Pheasant.   

Shall we leave the Pheasant at their own fates to fight their unending battle? Through this article it is an ardent appeal to the State Government to Red Alert the forest department for strict vigilance in the high intensity poaching areas, punish the poachers as per section 51 of Wildlife Act, 1972. Planning for a powerful awareness education programme to educate the people on ecological value of Pheasants is earnest as possibilities of local extinction due to our unrealistic actions are imminent. Appeal is also to all NGO’s, Gaon Burahs and local people to come forward to save the Pheasants from carnage this winter and in future.

 

 

Job Mela cum Skill Development Rally held

ROING, Nov 24: Job Mela cum Skill Development Rally for the unemployed youths was organized today at Multipurpose Cultural Hall, Roing in which 12 Vocational Training Providers (VTPs) from various parts of the country participated.

While inaugurating the Job Mela, Member of Parliament (Rajya Sabha) Mukut Mithi, called upon the youths to avail the benefits provided by the state government. He said that it is an opportunity for the school drop outs and the youths who could not completed study due to some or other reason to go for vocational training in selected trades imparted by various VTPs and get themselves employed. He further exhorted the youths to change the mental set up and be ready to work outside the state too as there is limited job providers within the state. He lauded the District Administration and the Department of Industries for organizing the Job Mela in the district and also requested the VTPs to set up training centres in the state too so that the maximum number of people from the state could also avail the benefits.

Deputy Director of Industries K Sharma, while highlighting the objectives of the Job Mela informed that the main motto is to impart vocational training to the youths and to make them skilled in one or other trade so that they can get themselves employed in some public or private sector or self employed.

DDI Roing, A Mene informed that more 400 youths participated in the job mela wherein they were given counselling on the modules available with the VTPs and the period of courses and job avenues thereafter.

The Job Mela was organised by the District Industrial Centre, Roing for training and placement by different VTPs for both boys and girls within the state or outside the state. The trades in which skill straining will be imparted include fashion design, banking & accounting, business & commerce, counselling skill, courier & logistics, information & communication technology, insurance, garment making, travel & tourism, hospitality, beauty care &hair dressing, retail, soft skill, security guard, medical & nursing, electrical and electronics.

Senior Cong leader Murli Deora passes away

Tuki condoles Deora’s death

MUMBAI/ITANAGAR, 24: Senior Congress leader and former Union Minister Murli Deora passed away at Mumbai this morning after prolonged illness.

He was 77 and is survived by his wife and two sons, including former MP Milind Deora.

Murli bhai as he was known died at around 3.25 a.m. He had been unwell and admitted to a hospital. He had come home two days back, family sources said.

Deora, who held several important portfolios during his decades-long career, first contested the civic elections in Mumbai in 1975. An economics graduate, Deora was Mayor of Mumbai from 1977 to 1978 and was later elected to the Lok Sabha four times from Mumbai South, a seat later held by his son, Milind, who is also a former MP and ex Union minister. Currently, he was serving his third term as a Rajya Sabha MP.

He held the portfolio of Petroleum and Natural Gas during the UPA-1 regime. The Congress veteran had also served as the Mumbai Congress President for 22 years.

Meanwhile, Arunachal Pradesh Chief Minister Nabam Tuki has expressed profound sorrow over the unfortunate demise of Murli Deora.

In a condolence letter to Milind Deora, son of late Murli Deora, CM wrote “It pains my heart to write to you at this moment of extreme grief. I humbly endure to share with you the saddest times of your life though I know that it would be hard to do so and ease the pain you and your family are going through.  In his death we have lost a veteran Congress leader, who served the country in different capacities.”  At this moment of grief, me, my family and people of Arunachal Pradesh extend our solidarity with you and share the pain inflicted on you and your family by this irreparable loss, the message read.

 

 

2 days Multi Drug Regiment training for paramedic

ITANAGAR, Nov 24: ICTC division, APSACS is conducting two days PPTCT Multi- Drug Regiment Training for Paramedics which began at Naharlagun today.

During the inaugural session, Dr. A Borang, Dy. Director (ICTC) highlighted the outline and technical aspect of the training.

Any pregnant women with confirmed HIV positive by 3 tests will start Multi-drug ART medicine for life long without considering the WHO Clinical stages and CD4 counts.  

Giving the prevailing HIV scenario in India, he informed that there are 20.9 lacs people living with HIV, 14, 000 children are  getting HIV infection every year, while 10,000 children are dying of AIDS. WHO had set a timelines of zero infection to children by 2015, he informed adding that India is participating in Lifelong Multi Drugs Regiment to HIV positive Pregnant Women, which reduces the chances of HIV transmission from pregnant woman to baby by 2 percent.

Master Trainer, Dr. Tomar Basar MD and Dr. Mope Riba, MD of Arunachal State Hospital also spoke on the occasion.

Dr. Riken Rina, Project Director, APSACS who chaired the inaugural function, put emphasis on the importance of PPTCT Multi-drugs project in Arunachal. He also advised paramedic staff to be since, dedicated in their service.

 

 

CS inaugurates first ever Air Show at Pasighat

PASIGHAT, Nov 24: Organized by the Eastern Air Command (EAC), the first ever Air Show  of the state was inaugurated today by the State’s Chief Secretary Ramesh Negi by releasing balloons in the presence of Air Vice Marshal HJ Walia, AOC Adv HQ, Air Cdr Mohan Rao AOC from Air Force Station, Chabua, DC Nidhi Srivastava, SP Devendar Arya, 5th IRBn Comdt. Vijayanta Arya, MLAs Kento Rina and Kaling Moyong.

In his message to the society, Negi informed that it was organized with an aim to create awareness among the general public about the role of the Air Force and motivate the youth to consider IAF as a career option. Representations from the state were growing and more youngsters would participate in the recruitment rally, he hoped.

IAF personnel brighten up the sky at Pasighat exhibiting their bravery and skills and more than three thousand people enjoy the show here at the general ground on Monday.  School children and collegians were also present, whose minds are in formative stage can always be inspired by such display and tomorrow can opt for serving the nation as IAF personnel.

The IAF demonstration began with a “Powered Para Motor Gliding” display by Wing Commander Ramakant. The tunes of No-17 Air Force Band from EAC mesmerized the crowd throughout the entire event, displaying utmost pride, camaraderie and harmony of Air Warriors. The sky over Pasighat was overcasted with colorful parachutes and “Akash Ganga Team” gave a breathtaking display of skydiving to the applause of the entire audience. The team of 13 brave divers led by Wing Commander Jaikrishnan and Squadron Leader AK Yadav jumped daringly from 4000 ft height from MI-17 helicopter in different saluting formations. The Special Force “Garud” demonstrated slithering operations from hovering MI-17 helicopters. Garud is a special unit of Commando Force of IAF, was formed in 2004 to defend all Air Force Bases and undertake peace keeping operations across the nation. The team force has a cutting adage over anti-hijack, counter insurgency, special weapon training and advanced diving skills. Advanced synchronized rifile drill movements in eight different formation were presented by IAF warriors and Aerobatics display carried out by Sarang team under leadership of Wing Commander AS Abhyankar, VSM was the most exciting moment which kept the spectators present spell bound. The team formulated and executed four helicopter display profiles and demonstrated various formations for people to look at close range. Arunachalee boxers win five bronze medals in 60th National School Games

ITANAGAR, Nov 24: The U-14 and -17 boxers of Arunachal Amateur Boxing Association (AABA) have won 5 bronze medals in the 60th National School Games in Boxing U-14 and U-17 years category which was held at Anandpur Sahib, Punjab recently.

The medal winning pugilists are Rinchin Wangdi Mosobi (U-14. 30-32 Kg), Sangey Lhaden Sports Academy (SLSA), Ringu Tara. (U-14,40-42 Kg) SAI SAG, Naharlagun, Nabam Dodum (U-14, 42-44Kg), Ganga Boxing Club, Aguk Juja, U-17,.48-50Kg), SAI SAG, Naharlagun, Honrang Kongkang, ( U-17. 57-60 Kg), SAI Naharlagun.

Meanwhile, AABA has alleged nepotism and favoritism in the conduct of the event by the host.

As per the federation rule, AABA said that the minimum time for a bout is 1 minute 30 second for under 14 years category and 2 minutes for under-17 years depending upon their weights; but this rule was allegedly not maintained in the competition and only 1 minute per bout was allowed for all the weight categories, AABA alleged.

The AABA appeals to all the boxing various other sports associations throughout the country not to indulge in such kind of illegal activity in the greater interest of promotion and development of sports in the country. Otherwise, it may defame the name of associations and give wrong message to the people.

Meanwhile, the Director of Sports and Youth Affairs DK Dinglow has expressed happiness over the performance of the boxing team and hoped the upcoming pugilists will perform better in future.

 

 

Training prog on ‘Coldwater fish culture’

ITANAGAR, Nov 24: Krishi Vigyan Kendra (KVK), Tirap organised a 5 days training programme on ‘Coldwater fish culture’ for the fish farmers of the district at district headquarter Khonsa from November 20 to 24.

A total number of 30 fish farmers from 17 different villages of Tirap, namely Old Tupi, Kapu, Bera, Chongtheng, Kolagaon, Lapnan, Kuthong, Kaimai, Old Changuak, Longo, Khela, Senua, Lamsa, Hukan, Kolagaon, Kapu and Pullung participated in the training. The training programme was sponsored by National Fisheries Development Board, Hyderabad.  

Inaugurating the training, Tirap Deputy Commissioner Kamlesh Joshi urged the fish farmers of the district to learn about the scientific fish farming practices through the programme and apply them in their pond condition for better fish production. Joshi also released a training manual on ‘Scientific fish culture technologies for Tirap district prepared by the Subject Matter Specialist of KVK, Tirap on the occasion.  

The World Fisheries Day was celebrated along with the trainees on the November 21. A special practical session on different management measures of scientific fish culture was organized at Govt Fish farm Khonsa to mark the day.

The training programme included both theory and practical sessions on different aspects of Coldwater fish culture like site selection, suitable species selection, good quality fish seed, supplementary feeding of fishes, fish health management etc.  The practicals were held at Govt Fish farm, Khonsa.

Special screening of documentaries on scientific fish farming was also arranged for the trainees during the programme. An interactive session between the fish farmers and the resource persons was held after each lecture.

Local interest should be not compromised

The recent decision of the ministry of home affairs, government of India to delegate power to the Deputy Resident Commissioners (DRC), Kolkata and Guwahati to issue Protected Area Permit (PAP) directly to foreign tourists without sponsorship of registered tourist operator has been strongly resented by local tour operators of state. While supporting the proposed policies for relaxation of Protected Area Permit (PAP) and creating of new tourist circuits, the Arunachal Pradesh Tour Operators Association (APTOA) has expressed reservation over this move of centre.

The association claimed that if RCs and DRCs start issuing PAPs without involving local registered tour operators, the tour operators from rest of the country will exploit and monopolize the system for their own commercial benefits as seen in Goa and other North East States of India like Nagaland and Manipur. The concern raised by APTOA is genuine and should be seriously looked upon by the authorities concern. Despite all odds, the local tour operators have considerably managed to market Arunachal as a tourist destination. It is important to take their confidence while formulating tourism policies for Arunachal as they have grass-root experience. The present form of issuing PAP to genuine tourists visiting Arunachal Pradesh through local registered tour operators is smooth, hassle free and therefore should be continued.

Time to curb political corruption

Dear Editor,

Corruption in our state is extremely common and widespread; we constantly encounter it in every office of the government. Fund misappropriation, embezzlement, nepotism, red-tapism, delaying of salaries, APPSC blunder and many more. It is beyond the scope of this paper to describe them in detail.

Most ridiculous one is recent land allotment policy where one can apply for regularization of their unauthorized government land occupation directly in violation of Arunachal Pradesh Public Premises (Eviction of Unauthorized occupations) act, 2003.

Seriously, what on earth they are thinking? Government is using everything at their disposal to loot development funds and for the record I am not being subjective here.

There is collusion and nexus between anti-social elements, criminals and politician in power. This is a clear sign of juvenile kleptocracy.

Salary of employee under NRHM has been held up for four consecutive months again depriving them of their livelihood. Mentally harassed and socially embarrassed; still and all, conducting their duty sincerely and treating their patients with smile and cheer. They dedicate their lives to the service of patients, relieves the suffering and pain of mankind. Once they lose motivation it will not go down well with the government’s efforts to ensure quality health system in the state.

Prosperous government officials may and possibly have other means of getting money but for them only means of getting money is their salary. What does government propose should they do otherwise to get money?

This frequent news of corruption in newspapers and insensitive attitude of government is enraging the public and day by day they are becoming vengeful towards the government.

We have seen the origin of many terrorist and anti-government groups. The apathy of government is what drives the youngsters to adopt and follow such activity.

A motivated and vibrant civil society is a backbone in campaign against corruption. Public should be aroused against the corrupt so that the people in the authority do not become law into themselves and abuse their power for their personal gain.

It is time to get serious about curving political corruption. This is the only way to have responsive government and clean leadership.

A visit justified ?

Dear Editor,

Through your esteemed and dynamic newspaper, I would like to draw the attention and seek personal views and opinion of all the people of Arunachel whether the recent visit of our Chief Minister along with Padi Richo, State Congress President to Google Headquarters, California, USA was genuine and reasonable trip?

Our Chief Minister is seeking to impart global standard Education to the students of Arunachal Pradesh, whereas, he has forgotten that there are many Govt Primary, Middle, Secondary and Higher Secondary schools, where the posted teachers are absent.  There are many Govt schools which are defunct and in pitiable conditions.

If our Chief Minister could visit California asking for clear cut Arunachal boundary map, then I ask him whether he and his Cabinet Minister have ever visited Arunachal - China border.

If he has vast concern for Arunachal Prasesh, then why has his government failed to run the state smoothly and in a healthy way?

The salaries, pension and GPF are not being streamlined.

Why his govt has failed to implement infrastructure development activities? There are many important roads which are beyond mobilization including the road to Chief Minister’s own home town.

Many projects are still pending and exceeding the completion time period. The bills of the contractor are still pending. Why this Govt is unable to clear out the salaries of the entire SSA teachers and some of the Govt employees?

Instead of expending huge money for his California Trip, that money could have been given to the SSA teachers as salaries.

There are still unemployed graduates wandering here and there and some are motivated to take up the wrong streams due to unemployment.

There are many central schemes that are yet to reach the grassroots level but still Govt is unaware. The state still lag behind in transportation. Instead of visiting foreign country, he must look into the internal problems of Arunachal Pradesh.

Why is the chief Secretary not taking account of all the developmental activities of the various department/institution? Is administration a poppet in the hands of the state govt?

Hence it is my humble request and appeal to all the true Arunachalee people that lets raise our voice and put pressure upon them to do their duties sincerely.

Give them time to take up cause of the students

Dear Editor,

The article about APPSU office bearers meeting Union Education minister and chief engineer, Union Ministry of Road Transport & Highways, at New Delhi, requesting for development of colleges and universities and Trans highway is praiseworthy.

This job could have been done by our state Education Minister and PWD Minister. Education, Roads and Health services are the life lines for the survival and development of today's modern society.

Since our state is dependent on centre, Education, PWD and Health ministers of Arunachal should proactively approach and seek their help to develop our state's education, health services and roads. They should relieve student community and unions from doing the duties of these ministries, so that student community and unions can take up lot of other local, social reformative issues of AP.

Through this esteemed paper, I would like to request the office bearers of student unions to take up the issues which are of prime and imminent importance for the student community of AP.

Since there is almost no industry in AP and very few private firms, 98 percent of the students of AP, look for job provided by GoAP through Arunachal Pradesh Public Service Commission, a constitutional body whose prime responsibility is to conduct exams and recruit people for almost all jobs of GoAP.

The student community and people of AP have lost all their trust on the APPSC on account of their numerous questionable dealings in the past which have been made public.

If the hopes of thousands of educated youths of AP have to be kept alive, the APPSC have to be completely reformed. Therefore, it would be more befitting and appreciable if students take up the APPSC issue, which directly decides the fates of student community of AP.
