Awareness on ornamental fish farming
ITANAGAR, Nov 24: A day-
Around 30 local fish farmers attended the programme many of whom showed their keen interest towards ornamental fish farming and breeding.
The workshop was divided into three sessions.
Ram Kumar, Junior Research Fellow, Fish and Aquatic Ecology Laboratory of Rajiv Gandhi University gave an overview of the prospects of ornamental fish industry in Arunachal Pradesh in the first session.
In the second session, Dr. Arijit Ganguly, Research Associate, Fish and Aquatic Ecology Laboratory of RGU highlighted various challenges in ornamental fish farming and their possible solutions.

District BJP unit for shifting of IRBn training centre

Review meeting on sanitation & Swachch Bharat Abhiyan
SEPPA, Nov 24: A review meeting on implementation of action plans and progress of sanitation within Seppa town and also to adopt strategic measures for Swachh Bharat Abhiyan in East District was held at Seppa recently.
DUDA Dy. Director Takar Tachang said that the main motto of the meeting was to eradicate existing sanitation problems into hygienic free Seppa town and appealed the dwellers of Seppa town to stay hygienic and healthy. While informing about the intensive colony field surrey carried out by the department, he said that extensive open throwing of domestic wastes on the road sides, lack of awareness among the dwellers, high concentration of huts and livestock, migration of people from rural to urban, water leakage from pipeline, construction of Gumtis over drains etc are the major issue which need to be addressed.
He appealed to various committees of the colonies of Seppa township to conduct mass awareness campaign on the issue.
Meanwhile, he informed that DUDA shall start collecting service charges from business communities and private residential buildings.

Cooperate with administration: AGSU
ITANAGAR, Nov 24: All Galo Students’ Union (AGSU) welcoming the eviction drive conducted by West Siang District Administration for early execution of two lane CC Pavement, has appealed to all concern citizens to cooperate with district administration as a conscious citizen during the eviction drive.
“Since the condition of roads in Aalo township is lying in deplorable condition since long the public should cooperate with the district administration for good linking roads,” AGSU said in a release. It also appealed to various social organizations to continue to extend their supports to the initiatives of the DA.
While urging the department concerned to utilize the fund judiciously, AGSU requested it to monitor the implementation of the projects for timely completion. It further requested the contractors concerned to maintain quality of works and the general public to be more vigilant to ensure quality.
Meantime, AGSU expressed dismay over delay in declaration of Lower Siang District even after the passing of the District Reorganizations Bill for creation of the district.
“The State government should not make the creation of Lower Siang a political issue,” the AGSU release said, and sought the status report of the same at earliest failing which “We will have no other options but to resort to democratic movement for fulfillment of our demand,” the release added.

PRI leaders of Yachuli oppose ‘Heritage Village’ shift
ITANAGAR, Nov 24: The panchayat leaders of Yachuli Anchal Samiti Block has opposed the shifting of Heritage Village claiming that it is being shifted from Yazali under Lower Subansiri district to Hoj in Papum Pare district.

Congratulating the department of Planning, especially the secretary planning for conceptualizing the idea, Tuki viewed that every department in the state should emulate the system. “As we are a welfare government, it is imperative on our part to give our people a responsive and error free system which shall ensure transparency and accountability in all kinds of developmental activities” he emphatically said.
The Chief Minister also hoped that the system would lessen the requirement of additional manpower while it would provide all necessary information sought by the general public. He also believed that with timely maintenance of data, issues like cost overrun, project implementation bottleneck and delay in release of central fund would be checked and controlled to a great extent. Besides, the monitoring mechanism would be strengthened and transparency ensured.

KHONSA, Nov 24: Dharmendra Sharma, Principal Secretary, Home, Vigilance, Power and Political, GoAP, visited Tirap district recently to assess law and order and security issues and other infrastructural deficiencies in the district.
He held meetings with the DC, SP and the border guarding forces and visited the sites where new police stations are going to be instituted.
Sharma inspected the ongoing works at the temporary police stations and suggested speedy completion of the sites where police stations are to be upgraded. In Tirap, the police stations to be upgraded are PS Khonsa and Deomali and new police stations are to be constructed at Katang, Dadam and Soha.
During his visit to Dadam on Nov 22, Sharma inspected the temporary police station building and police land near office of Circle Officer, Dadam. Taxus baccata: a concern for sustainable conservation and value addition

Many of the Medicinal & Aromatic Plants (MAP) species are lost due to unscientific method of collection from the wild and marketing of the same involving different agents with varying price rates. This has led to over exploitation and loss of gene pool bank of the species. Putting a stop by means of seizure by the concerned authority doesn’t seem to bring any positive result but instead demoralise the farmers and villagers whose earning source is hand to mouth resulting in secrecy from their side. Encouragement for cultivation is the need of the hour to conserve the gene bank of MAP species.
It has been a decade that an extensive plantation of MAP by an individual or a community is actually seen in the state of Arunachal Pradesh except for tea cultivation. We talk of MAP rich state of ours but who actually is conserving the same by means of cultivation in large scale but some handful of individuals who are concerned for its sustainable conservation are doing yet again with meagre funds from some specified schemes of the government.
I happened to visit a plantation site of Taxus baccata in the beautiful town of Mechuka
which is situated in West Siang, 180 kilometres northwest of Aalo and is only 29
kilometres away from Indo-
The idea of growing these huge tree like tea cultivation by maintaining the apical dominance and giving it a more bush kind (vegetative growth) as it is done in tea cultivation which would be easy for harvesting of leaves is an laudable innovative idea.
Taxus baccata is a conifer originally known as yew, though with other related trees becoming known, it may now be known as English yew, or European yew, locally called as Tae Sheng (Monpa), Tam Shin (Nyishi) belonging to family Taxaceae.

Pheasant holocaust: a catastrophe to wildlife population

Pheasants are large bodied, ground dwelling and most colourful birds of the world. Taxonomically, Pheasant represent family Phasianidae (subfamily phasianinae) of the order Galliformes. Pheasants are divided into pheasants of the mountain and pheasants of the plains. The pheasants of the mountains are high altitude ecosystem bird found at heights ranging from 1000 to 5000 msl and pheasants of the plains usually occur below 300 msl.
Altogether, there are 51 species of pheasants in the world. Out of this, 50 species are of Asian origin except one Congo Peafowl endemic to Republic of Congo. Out of 17 species of pheasants found in India, 11 species (80%) are found in Arunachal Pradesh. Thus, Arunachal Pradesh is the richest Indian state in term of Pheasant diversity.
The state is home of Mrs Hume Pheasant, Grey peacock Pheasant, Kalij Pheasant, Tibetan eared Pheasant, Blood Pheasant, Satyr Tragopan, Blyth’s Tragopan, Temminck Tragopan, Himalayan Monal, Scalater’s Monal and Red Jungle fowl. These pheasants descend down to lower elevations to avoid the freezing temperature and scarcity of food at higher altitude of the mountain during winter and late autumn. Many around 50 percent of the descending Pheasant perish at the wintering site due to human poaching. Since Pheasants are ground dwelling–feeding birds and descending down to areas within human access it becomes an easy prey to human poaching during winter. Local tribal people lay traps at the migratory routes of the descending Pheasant and killing large numbers every winter. Rampant poaching of Pheasants occurs every winter in East Kameng, Subansiri and Siang Belt, worst in Lower, Upper Subansiri and Upper Siang.
Earlier people used traditional traps and weapons, so killing was not as great as it is now. After people started using modern traps and weapons, killings have escalated manifold, it is carnage now in every winter. Further, due to commercialisation, the killing is becoming more rampant now. Pheasant is sold at Rs 1500 to Rs 3000 a piece. Though selling is done door to door usually at night but sometimes sellers even sell it in the daily market in remote areas. Pheasants are coveted by local tribal people for their brightly coloured plumage to decorate their traditional headgear, while it ensures an ample amount of meat to celebrate feast during festivals due it’s large body size.
Grey peacock Pheasant, Kalij Pheasant, Red jungle Fowl, Satyr Tragopan and Blyth’s Tragopan are the worst affected among the Pheasants in the state. If the trend continues like as it is now, these Pheasant will also locally extinct from the state. It will meet the same fate like that of Pheasants of the Plains, Indian Peafowl and Green Peafowl. Earlier these two Pheasant were abundant in the state but due to poaching, the population has diminished from the state. Scientist community has declared them to be locally extinct from the state. Now, the turn of local extinction is for Grey peacock Pheasant, Kalij Pheasant, Red jungle Fowl, Satyr tragopan and Blyth’s Tragopan as these birds move down well into human accessible area. Wondering which will be the first to be extinct from the state, the chances of Red Jungle Fowl are less as it prefers mostly the plain areas, then the Kalij Pheasant as it migrates farthest into the plains up to 200 msl and then Tragopan.
Will it be a thing of pride that due to our poaching, these birds would be extinct from the state? Though IUCN categorised Satyr Tragopan and Blyth’s Tragopan as threatened birds and are listed as Scheduled I birds of Wildlife Protection Act, 1972, but local tribal people are killing them relentlessly.
Winter is crawling in, again there will be massacre of the Pheasants, and many will perish during winter and will never see their native place again. It really pains, so to create this is to create awareness to the world about the Pheasant holocaust in the state and to educate the state Government, NGO’s, custodian of local tribal society on the cruelty inflicted to Pheasant.
Shall we leave the Pheasant at their own fates to fight their unending battle? Through this article it is an ardent appeal to the State Government to Red Alert the forest department for strict vigilance in the high intensity poaching areas, punish the poachers as per section 51 of Wildlife Act, 1972. Planning for a powerful awareness education programme to educate the people on ecological value of Pheasants is earnest as possibilities of local extinction due to our unrealistic actions are imminent. Appeal is also to all NGO’s, Gaon Burahs and local people to come forward to save the Pheasants from carnage this winter and in future.
Job Mela cum Skill Development Rally held
ROING, Nov 24: Job Mela cum Skill Development Rally for the unemployed youths was organized today at Multipurpose Cultural Hall, Roing in which 12 Vocational Training Providers (VTPs) from various parts of the country participated.
While inaugurating the Job Mela, Member of Parliament (Rajya Sabha) Mukut Mithi, called upon the youths to avail the benefits provided by the state government. He said that it is an opportunity for the school drop outs and the youths who could not completed study due to some or other reason to go for vocational training in selected trades imparted by various VTPs and get themselves employed. He further exhorted the youths to change the mental set up and be ready to work outside the state too as there is limited job providers within the state. He lauded the District Administration and the Department of Industries for organizing the Job Mela in the district and also requested the VTPs to set up training centres in the state too so that the maximum number of people from the state could also avail the benefits.
Deputy Director of Industries K Sharma, while highlighting the objectives of the Job Mela informed that the main motto is to impart vocational training to the youths and to make them skilled in one or other trade so that they can get themselves employed in some public or private sector or self employed.

MUMBAI/ITANAGAR, 24: Senior Congress leader and former Union Minister Murli Deora passed away at Mumbai this morning after prolonged illness.
He was 77 and is survived by his wife and two sons, including former MP Milind Deora.
Murli bhai as he was known died at around 3.25 a.m. He had been unwell and admitted to a hospital. He had come home two days back, family sources said.

Training prog on ‘Coldwater fish culture’
ITANAGAR, Nov 24: Krishi Vigyan Kendra (KVK), Tirap organised a 5 days training programme on ‘Coldwater fish culture’ for the fish farmers of the district at district headquarter Khonsa from November 20 to 24.
A total number of 30 fish farmers from 17 different villages of Tirap, namely Old Tupi, Kapu, Bera, Chongtheng, Kolagaon, Lapnan, Kuthong, Kaimai, Old Changuak, Longo, Khela, Senua, Lamsa, Hukan, Kolagaon, Kapu and Pullung participated in the training. The training programme was sponsored by National Fisheries Development Board, Hyderabad.
Inaugurating the training, Tirap Deputy Commissioner Kamlesh Joshi urged the fish farmers of the district to learn about the scientific fish farming practices through the programme and apply them in their pond condition for better fish production. Joshi also released a training manual on ‘Scientific fish culture technologies for Tirap district prepared by the Subject Matter Specialist of KVK, Tirap on the occasion.
The World Fisheries Day was celebrated along with the trainees on the November 21. A special practical session on different management measures of scientific fish culture was organized at Govt Fish farm Khonsa to mark the day.
The training programme included both theory and practical sessions on different aspects of Coldwater fish culture like site selection, suitable species selection, good quality fish seed, supplementary feeding of fishes, fish health management etc. The practicals were held at Govt Fish farm, Khonsa.
Special screening of documentaries on scientific fish farming was also arranged for the trainees during the programme. An interactive session between the fish farmers and the resource persons was held after each lecture.

Local interest should be not compromised
The recent decision of the ministry of home affairs, government of India to delegate power to the Deputy Resident Commissioners (DRC), Kolkata and Guwahati to issue Protected Area Permit (PAP) directly to foreign tourists without sponsorship of registered tourist operator has been strongly resented by local tour operators of state. While supporting the proposed policies for relaxation of Protected Area Permit (PAP) and creating of new tourist circuits, the Arunachal Pradesh Tour Operators Association (APTOA) has expressed reservation over this move of centre.
The association claimed that if RCs and DRCs start issuing PAPs without involving
local registered tour operators, the tour operators from rest of the country will
exploit and monopolize the system for their own commercial benefits as seen in Goa
and other North East States of India like Nagaland and Manipur. The concern raised
by APTOA is genuine and should be seriously looked upon by the authorities concern.
Despite all odds, the local tour operators have considerably managed to market Arunachal
as a tourist destination. It is important to take their confidence while formulating

Through your esteemed and dynamic newspaper, I would like to draw the attention and seek personal views and opinion of all the people of Arunachel whether the recent visit of our Chief Minister along with Padi Richo, State Congress President to Google Headquarters, California, USA was genuine and reasonable trip?
Our Chief Minister is seeking to impart global standard Education to the students of Arunachal Pradesh, whereas, he has forgotten that there are many Govt Primary, Middle, Secondary and Higher Secondary schools, where the posted teachers are absent. There are many Govt schools which are defunct and in pitiable conditions.
If our Chief Minister could visit California asking for clear cut Arunachal boundary
map, then I ask him whether he and his Cabinet Minister have ever visited Arunachal

If he has vast concern for Arunachal Prasesh, then why has his government failed to run the state smoothly and in a healthy way?
The salaries, pension and GPF are not being streamlined.
Why his govt has failed to implement infrastructure development activities? There are many important roads which are beyond mobilization including the road to Chief Minister’s own home town.
Many projects are still pending and exceeding the completion time period. The bills of the contractor are still pending. Why this Govt is unable to clear out the salaries of the entire SSA teachers and some of the Govt employees?
Instead of expending huge money for his California Trip, that money could have been given to the SSA teachers as salaries.
There are still unemployed graduates wandering here and there and some are motivated to take up the wrong streams due to unemployment.
There are many central schemes that are yet to reach the grassroots level but still Govt is unaware. The state still lag behind in transportation. Instead of visiting foreign country, he must look into the internal problems of Arunachal Pradesh.
Why is the chief Secretary not taking account of all the developmental activities of the various department/institution? Is administration a poppet in the hands of the state govt?
Hence it is my humble request and appeal to all the true Arunachalee people that lets raise our voice and put pressure upon them to do their duties sincerely.

Give them time to take up cause of the students
Dear Editor,
The article about APPSU office bearers meeting Union Education minister and chief engineer, Union Ministry of Road Transport & Highways, at New Delhi, requesting for development of colleges and universities and Trans highway is praiseworthy.
This job could have been done by our state Education Minister and PWD Minister. Education, Roads and Health services are the life lines for the survival and development of today's modern society.
Since our state is dependent on centre, Education, PWD and Health ministers of Arunachal should proactively approach and seek their help to develop our state's education, health services and roads. They should relieve student community and unions from doing the duties of these ministries, so that student community and unions can take up lot of other local, social reformative issues of AP.
Through this esteemed paper, I would like to request the office bearers of student unions to take up the issues which are of prime and imminent importance for the student community of AP.
Since there is almost no industry in AP and very few private firms, 98 percent of the students of AP, look for job provided by GoAP through Arunachal Pradesh Public Service Commission, a constitutional body whose prime responsibility is to conduct exams and recruit people for almost all jobs of GoAP.
The student community and people of AP have lost all their trust on the APPSC on account of their numerous questionable dealings in the past which have been made public.
If the hopes of thousands of educated youths of AP have to be kept alive, the APPSC have to be completely reformed. Therefore, it would be more befitting and appreciable if students take up the APPSC issue, which directly decides the fates of student community of AP.
